BETWEEN THE
COMMANDER-IN-CHIEF, UNITED STATES AIR FORCES IN EUROPE
(USAFE)
AND THE
FEDERAL MINISTER OF DEFENSE OF THE FEDERAL REPUBLIC OF
GERMANY
FOR THE
AUGMENTATION OF THE FOURATAF AIR DEFENSE GROUND ENVIRONMENT
DURING INSTALLATION OF THE GERMAN
AIR DEFENSE GROUND ENVIRONMENT (GEADGE)
IN ORDER TO MEET COMFOURATAF'S MINIMUM MILITARY REQUIREMENT FOR AN
INTEGRATED AIR DEFENSE SYSTEM DURING THE TRANSITION FROM THE 412L AIR
WEAPONS CONTROL SYSTEM (AWCS) TO GEADGE, TO CONTINUE BINATIONAL
COOPERATION IN THE FOURATAF AIR DEFENSE GROUND ENVIRONMENT (ADGE), AND
TO FULFILL CERTAIN RESPONSIBILITIES OF THE 1954 BONN.
CONVENTIONS AND THE
1959 SUPPLEMENTARY AGREEMENT, THE ABOVE NAMED PARTIES HAVE AGREED AS
FOLLOWS:
ARTICLE 1
1. DURING PLANNED OUTAGES OF THE STATIC CONTROL AND REPORTING
CENTERS (CRCS) NOW COMPRISING THE 412L AWCS, USAFE WILL PROVIDE AT LEAST
ONE FULL 407L CONTROL AND REPORTING POST (CRP) (SEE DEFINITIONS IN ANNEX
A), IN SUSTAINED OPERATION, IN SUPPORT OF THE FOURATAF AIR DEFENSE
SYSTEM. THE US FACILITIES PROVIDED FOR THIS TRANSITION PERIOD ARE OF A
TEMPORARY NATURE AND WILL, IN INSTANCES, NOT MEET ESTABLISHED CRITERIA
IN ALL RESPECTS. THE MOBILE 407L CRP IS NOT EXPECTED TO BE A FULL
REPLACEMENT FOR THE STATIC CRC. THE OPERATIONAL SHORTFALLS HAVE BEEN
BROUGHT TO THE ATTENTION OF THE RESPONSIBLE AIR DEFENSE COMMANDERS WHO
RECOGNIZE THE LIMITATIONS.
2. IN NO INSTANCE WILL ARRANGEMENTS MADE FOR OR DURING THIS
AUGMENTATION BE CONSTRUED AS OPERATIONAL REQUIREMENTS FOR LATER
CONSIDERATION; NOR WILL THEY PREJUDICE EARLIER REQUIREMENTS UNLESS
SPECIFICALLY STATED.
3. THE MANNING OF THE CRP WILL BE SUPPLEMENTED BY PERSONNEL AS
DEFINED IN ANNEX B TO THIS AGREEMENT.
4. THE SCHEDULE OF PLANNED AUGMENTATION WILL BE:
A. FROM 1600Z, 1 SEPTEMBER 1980, UNTIL PROVISIONAL SITE ACCEPTANCE
(PSA) OF CRC BOERFINK THE CRP OF THE 603 TACTICAL CONTROL SQUADRON (TCS)
AT MEHLINGEN, GE WILL OPERATE 24 HOURS PER DAY IN ACCORDANCE WITH THE
RELATIONSHIPS AND RESPONSIBILITIES DESCRIBED IN THIS AGREEMENT.
B. A SECOND AUGMENTATION PERIOD WILL BE IMPLEMENTED AS FOLLOWS. ON
CLOSURE OF CRC MESSTETTEN ON OR ABOUT 15 FEBRUARY 1982 THE CRP OF THE
602 TCS AT TUERKHEIM, GE WILL ASSUME AUGMENTATION RESPONSIBILITIES FROM
THE 603 TCS. THIS AUGMENTATION WILL CONTINUE UNTIL PSA OF CRC LAUDA.
ARTICLE 2
1. COMMAND AND CONTROL RELATIONSHIPS DURING THIS AUGMENTATION WILL
BE IN ACCORDANCE WITH THE MEMORANDUM OF UNDERSTANDING FOR CENTRAL REGION
TACTICAL CONTROL SYSTEM INTEGRATION.
2. ALL AUGMENTATION PERSONNEL, INCLUDING BUNDESWEHR AND UNITED
STATES (US) WILL BE OPERATIONALLY RESPONSIBLE TO THE USAF TACTICAL
CONTROL SQUADRON COMMANDER. WITHIN THE AREA OF THE SITE, ALL PERSONNEL
SHALL FOLLOW THE INSTRUCTIONS GIVEN BY THE SITE COMMANDER. THE SENIOR
BUNDESWEHR AND US REPRESENTATIVES WILL EACH BE RESPONSIBLE FOR THE
DISCIPLINE AND ORDER OF PERSONNEL WITHIN THEIR CONTINGENT AND WILL BE
ADMINISTRATIVELY RESPONSIBLE WITHIN THEIR OWN CHAINS OF COMMAND.
ARTICLE 3
1. WHILE AUGMENTING THE ADGE, THE 407L CRP WILL BE RESPONSIBLE FOR
THE FOLLOWING FUNCTIONS:
A. TWENTY FOUR HOUR SURVEILLANCE OF THEIR AREA OF RESPONSIBILITY AS
ASSIGNED BY ALLIED SECTOR THREE.
B. CONTROL OF ACTIVE AIR DEFENSE MISSIONS AS ASSIGNED BY THE
APPROPRIATE AIR DEFENSE COMMANDER.
C. WEAPONS ASSIGNMENT FUNCTIONS, INCLUDING SCRAMBLE EXECUTION, AS
REQUIRED.
D. CONTROL OF ASSIGNED SAM FORCES AS DIRECTED BY ALLIED SECTOR
THREE. THE FACILITIES FOR A MCC WILL BE PROVIDED BY THE TCS; IT WILL
BE MANNED EITHER BY US OR 2ND (GE) AIR DIV PERSONNEL.
E. CROSS-TELL OF THE AIR SITUATION TO THE REMAINDER OF THE ADGE AS
DIRECTED BY ALLIED SECTOR THREE AND IAW CURRENT DIRECTIVES. WITHIN THE
TERMS OF THIS AGREEMENT, THE AUGMENTING CRP WILL NOT BE REQUIRED TO
PROVIDE AN INTERFACE WITH NATO GROUND ENVIRONMENT OUTSIDE OF ALLIED
SECTOR THREE'S AREA OF RESPONSIBILITY.
F. MAINTENANCE OF THESE OPERATIONAL CAPABILITIES IAW PROCEDURES
ESTABLISHED BY COMFOURATAF CI 90-13 AND SOC-3 DIRECTION. US PERSONNEL
WILL MAINTAIN US GROUND EQUIPMENT PROVIDED FOR THE AUGMENTATION. IF
GERMAN AIR FORCE (GAF) EQUIPMENT IS PROVIDED TO PERFORM CERTAIN NATIONAL
FUNCTIONS, GAF WILL MAINTAIN SUCH EQUIPMENT.
G. THE CRP WILL PROVIDE FOR GAF TRAINING REQUIREMENTS SUCH AS
TEMPORARY RESTRICTED AREA (TRA) MONITOR, AIR DEFENSE EXERCISE AREA
(ADEXA) PROCEDURES, AND LOW LEVEL ROUTE MONITORING, IF AND WHEN
POSSIBLE. MANPOWER TO PERFORM THESE FUNCTIONS WILL BE PROVIDED FROM GAF
SOURCES.
2. THE 407L CRP WILL NOT BE RESPONSIBLE FOR THE FOLLOWING FUNCTIONS:
A. PEACETIME IDENTIFICATION OF AIR TRAFFIC, NOT UNDER CONTROL OF THE
CRP.
B. THE CRP WILL NOT HAVE SCRAMBLE AUTHORITY UNLESS SPECIFICALLY
DELEGATED BY ALLIED SECTOR THREE.
C. SYSTEM MANAGEMENT FUNCTIONS.
D. PRIME RESPONSIBILITY FOR THE REPORTING POSTS (RPS).
E. PROVISION OF FACILITIES FOR GERMAN CIVIL DEFENSE OPERATIONS.
F. ATC INFORMATION SERVICE (INFODIENST). WHILE AUGMENTING, GAF
INTERCEPT CONTROLLERS WILL FOLLOW GAF REGULATIONS FOR TRAINING AND
EXERCISE MISSIONS.
G. MANAGEMENT OR INTEGRATION OF THE LOW LEVEL RADAR SYSTEM (LLRS).
ARTICLE 4
1. THE MANNING OF THE CRP WILL BE DETERMINED BY THE TCS COMMANDER,
SUBJECT TO THE FOLLOWING MINIMUM STANDARDS:
A. A QUALIFIED SENIOR DIRECTOR (SD), AIR SURVEILLANCE OFFICER (ASO),
AND A MESSAGE PROCESSING CENTER (MPC) OPERATOR WILL BE ON DUTY AT AL
TIMES.
B. WEAPONS CONTROLLER (WC) MANNING WILL BE IAW COMFOURATAF SUPPLAN
34001D (CRP MANNING).
C. MANNING OF THE MCC WILL BE IAW COMFOURATAF SUPPLAN 34001D.
2. TO ACHIEVE OPTIMUM MANNING LEVELS FOR CONTINUOUS OPERATION, THE
AUTHORIZED MANNING OF BOTH SQUADRONS MUST BE SUPPLEMENTED. THE MANPOWER
REQUIREMENTS ARE DETAILED IN ANNEX B TO THIS AGREEMENT.
A. IT IS FORESEEN THAT THIS MANNING, AS SUPPLEMENTED, IS SUFFICIENT
FOR INCREASED READINESS FOR A LIMITED PERIOD OF TIME; SUSTAINED PERIODS
OF INCREASED READINESS WILL REQUIRE ADDITIONAL MANNING WHICH WILL BE
ARRANGED AMONG THE AFFECTED PARTIES TO THIS AGREEMENT.
B. QUALIFICATION AND SKILL LEVELS OF SUPPLEMENTING PERSONNEL WILL BE
DETERMINED BY DIRECT COORDINATION BETWEEN THE TCS AND AGENCIES PROVIDING
THESE PERSONNEL, WITH 601 TCW COORDINATION WHEN REQUIRED.
3. THE HOST TCS WILL BE RESPONSIBLE FOR TRAINING ALL AUGMENTATION
PERSONNEL ON THE OPERATION OF THE 407L EQUIPMENT AND LOCAL PROCEDURES,
BOTH PRIOR TO AND DURING THE AUGMENTATION. THE COMBAT READY CRITERIA
FOR GAF AND USAF AUGMENTATION PERSONNEL WILL BE DETERMINED BY THE TCS
COMMANDER BASED ON HIS JUDGMENT AND NATIONAL PROCEDURES AND REGULATIONS.
THE CHIEF OF THE MCC WILL BE RESPONSIBLE TO THE TCS COMMANDER FOR
INSURING MCC PERSONNEL ARE COMBAT READY AND QUALIFIED TO PERFORM DUTIES
IN THE MCC BASED ON THE REVISED COMMAND AND CONTROL PROCEDURES.
4. ARRANGEMENTS WILL BE MADE BY THE TCS FOR CONTINUATION TRAINING
(PHASE III) OF AUGMENTATION PERSONNEL. TRAINING OPPORTUNITIES WILL BE
PROVIDED ON AN EQUAL BASIS TO ALL ASSIGNED PERSONNEL. THE HOST TCS IS
AUTHORIZED TO DIRECT TEMPORARY DUTY FOR GERMAN PERSONNEL, WITH PER DIEM
AND TRAVEL COSTS TO BE REIMBURSED BY GAF, AFTER COORDINATION WITH THE
DISPATCHING GAF ELEMENT.
ARTICLE 5
1. SUPPORT ARRANGEMENTS:
A. GERMAN AUGMENTATION PERSONNEL WILL, AS FAR AS POSSIBLE, BE
PROVIDED, ON A REIMBURSABLE BASIS, BILLETING UNDER THE SAME CONDITIONS
AS COMPARABLE US PERSONNEL ON TEMPORARY DUTY. EACH INDIVIDUAL OCCUPANT
WILL BE RESPONSIBLE FOR PAYING STANDARD SERVICE CHARGES AS PAID BY OTHER
BILLETING OCCUPANTS.
B. GERMAN AUGMENTATION PERSONNEL MAY UTILIZE APPROPRIATE US MESSING
FACILITIES ON A CASH BASIS AND AT THE SAME PRICE AS FOR US PERSONNEL.
C. AUGMENTATION PERSONNEL WILL BE AFFORDED THE USE OF DUTY CONNECTED
TRANSPORTATION AS PROVIDED FOR HOST UNIT PERSONNEL.
D. SUPPLIES USED IN PERFORMING THE OPERATIONAL MISSION (E.G. GREASE
PENCILS, RAGS, PAPER, ETC.) WILL BE PROVIDED BY THE HOST UNIT.
E. GERMAN AUGMENTATION PERSONNEL MAY USE THE MORALE, WELFARE, AND
RECREATION FACILITIES OF THE HOST UNDER THE SAME CONDITIONS AS MEMBERS
OF THE HOST UNIT, SUBJECT TO RESTRICTIONS IMPOSED BY THE FEDERAL
REPUBLIC OF GERMANY.
F. LAUNDRY SERVICES WILL BE PROVIDED ON THE SAME BASIS AS FOR US
PERSONNEL UPON PAYMENT OF STANDARD CHARGES.
G. MEDICAL AND DENTAL TREATMENT WILL BE PROVIDED WITHIN THE LIMITS
OF THE AGREEMENT CONCLUDED BY THE PARTIES ON 4 APRIL 1962 AS WELL AS
ARTICLE IX, PARAGRAPH 5 OF THE NATO STATUS OF FORCES AGREEMENT (NATO
SOFA).
2. SUPPORT OF US PERSONNEL OTHER THAN USAF PERSONNEL AT USAF UNITS
WILL BE COVERED BY AN INTER-SERVICE SUPPORT AGREEMENT (ISSA) PREPARED TO
COVER THIS AGREEMENT. HQ USAFE WILL ACT ON BEHALF OF ALL US FORCES FOR
BILLING AND REIMBURSEMENT PROCEDURES. ADDITIONAL COST RESULTING FROM
THE ISSA WILL BE REIMBURSED BY THE FEDERAL MINISTRY OF DEFENSE OF THE
FEDERAL REPUBLIC OF GERMANY.
ARTICLE 6
1. ADDITIONAL COMMUNICATIONS CIRCUITS WILL BE REQUIRED TO CONNECT
THE AUGMENTING CRP WITH THE REMAINDER OF THE ADGE DURING THE PERIOD OF
AUGMENTATION.
2. THE FEDERAL MINISTRY OF DEFENSE OF THE FEDERAL REPUBLIC OF
GERMANY WILL REIMBURSE ALL INCREASED COSTS ATTRIBUTABLE TO
COMMUNICATIONS TO SUPPORT THIS AUGMENTATION.
3. CIRCUIT ACTIONS REQUIRED TO DEACTIVATE, REROUTE, OR ACTIVATE
CIRCUITS WILL BE ACCOMPLISHED BY THE CIRCUIT DEMANDER.
4. US COMMUNICATIONS ARRANGEMENTS:
A. THE MCC THROUGH THEIR HIGHER HEADQUARTERS WILL PROVIDE UHF VOICE
AND ADL CIRCUITS BETWEEN THE CRP LOCATIONS AND THE GROUP TSQ-73 SITES.
B. THE FEDERAL MINISTRY OF DEFENSE OF THE FEDERAL REPUBLIC OF
GERMANY WILL REIMBURSE THE COST OF OPERATING ADDITIONAL US UHF SYSTEMS
TO EXTEND THE UHF CIRCUITS TO THE NEW LOCATIONS.
C. LANDLINE CIRCUITS REQUIRED BY THE MCC TO MEET US NATIONAL (IE,
NON-NATO) REQUIREMENTS WILL BE REQUESTED BY THE MCC AND FUNDED FROM US
RESOURCES.
D. PROVISIONS OF EQUIPMENT REQUIRED TO TERMINATE ALL US UHF CIRCUITS
AT THE MCC CONSOLES AND STATUS CLERK/EMAS POSITIONS IN THE CRP WILL BE
REIMBURSED BY THE FEDERAL MINISTRY OF DEFENSE OF THE FEDERAL REPUBLIC OF
GERMANY.
E. USAFE WILL PROVIDE COMMUNICATIONS CENTER CAPABILITY TO AFFORD THE
MCC WITH ROUTINE UP THROUGH FLASH CTSA MESSAGE TRAFFIC SERVICES ON SITE.
ADDITIONAL COST OF PROVIDING AND MAINTAINING THIS SERVICE WILL BE
REIMBURSED BY THE FEDERAL MINISTRY OF DEFENSE OF THE FEDERAL REPUBLIC OF
GERMANY
ARTICLE 7
1. ADDITIONAL COSTS INCURRED BY THE US IN SUPPORT OF THIS
AUGMENTATION, OVER AND ABOVE NORMAL COSTS, SHALL BE REIMBURSED BY THE
FEDERAL MINISTRY OF DEFENSE OF THE FEDERAL REPUBLIC OF GERMANY (SEE
ANNEX A FOR DEFINITION).
2. COSTS INCURRED BY THE US WILL BE AGGREGATE ON A QUARTERLY BASIS.
THE 601 TCW/ACFMC WILL PREPARE AN INVOICE OF THIS QUARTERLY SUM AND
SUBMIT IT TO THE WEHRBEREICHSVERWALTUNG IV, WIESBADEN. THE FEDERAL
MINISTRY OF DEFENSE OF THE FEDERAL REPUBLIC OF GERMANY SHALL REIMBURSE
601 TCW/ACFMC, IN US DOLLARS, ON A SEMIANNUAL BASIS AGAINST THESE
INVOICES.
3. COST ESTIMATES OF THESE ADDITIONAL COSTS ARE PROVIDED AT ANNEX D.
4. THE PARTIES TO THIS AGREEMENT AGREE TO COOPERATE IN SEEKING NATO
INFRASTRUCTURE FUNDING TO ASSIST IN THIS PROJECT.
ARTICLE 8
1. ALL AUGMENTATION PERSONNEL AND PARENT UNIT SUPERVISORY PERSONNEL
WILL BE GRANTED ACCESS TO THE CRP SITE IN ORDER TO PERFORM THEIR
ASSIGNED DUTIES. THOSE AGENCIES PROVIDING AUGMENTATION PERSONNEL WILL
INSURE THAT AN ENTRY ACCESS LIST (EAL) IS PROVIDED TO THE HOST TCS
COMMANDER AT LEAST SEVEN DAYS PRIOR TO THE REQUIRED ENTRY DATE AND WILL
INSURE THIS LIST IS UPDATED AS CHANGES OCCUR. THE EAL WILL INCLUDE
NAME, RANK, IDENTIFICATION NUMBER AND SECURITY CLEARANCE OF ALL
PERSONNEL REQUIRING ACCESS. THE HOST UNIT WILL INSURE EACH EAL IS
MAINTAINED AT SITE ENTRY POINTS AND WILL AFFORD UNESCORTED ACCESS TO ALL
PERSONNEL LISTED THEREON.
2. NORMAL VISITATION PROCEDURES WILL APPLY TO ALL VISITORS TO THE
SITES.
3. THE HOST UNIT MAY REQUIRE RESTRICTED ENTRY BADGES TO CONTROL SITE
ACCESS. PROVISIONS OF SUCH BADGES WILL BE THE RESPONSIBILITY OF THE
HOST UNIT. APPROPRIATE MEASURES FOR SAFEGUARDING SUCH MATERIALS WILL BE
OBSERVED BY ALL ASSIGNED AND ATTACHED PERSONNEL.
4. ACCESS WILL NOT BE GRANTED TO CERTAIN NATIONAL SECURITY
INFORMATION. THE NATION CONCERNED WILL BE RESPONSIBLE FOR SAFEGUARDING
SUCH MATERIAL AND RESTRICTING ACCESS TO IT.
ARTICLE 9
USAFE ACTING AS EXECUTIVE AGENT FOR THIS AGREEMENT ASSURES THAT ALL
OTHER US AGENCIES FULFILL OBLIGATIONS NECESSARY TO THE IMPLEMENTATION OF
THIS AGREEMENT.
ARTICLE 10
1. THIS AGREEMENT WILL REMAIN IN FORCE UNTIL A WRITTEN TERMINATION
IS EXECUTED BY THE SIGNATORIES OR THE DATE OF GEADGE SYSTEM ACCEPTANCE,
WHICHEVER OCCURS FIRST. IT MAY BE AMENDED OR SUPPLEMENTED ONLY UPON
WRITTEN AGREEMENT OF ALL PARTIES.
2. THIS AGREEMENT IS MADE IN ENGLISH AND GERMAN VERSIONS WHEREBY
EACH VERSION IS EQUALLY AUTHENTIC.

A. DETAILED COST ESTIMATES WERE PROVIDED BY HQ USAFE/DOY LETTER
DATED 23 OCTOBER 1980. THESE ESTIMATES HAD BEEN REFINED BASED ON GEADGE
WORKING GROUP DISCUSSIONS AND ANALYSIS BY THE 601 TCW. THIS ANNEX WILL
NOT REPEAT THE DETAILED ANALYSIS BUT WILL SUMMARIZE THE MAJOR COST ITEMS
EXPECTED.
B. THE 603 TCS, MEHLINGEN. NONRADAR ELEMENTS WILL REMAIN IN
GARRISON. THE TPS-43E RADAR WILL BE DEPLOYED TO THE FOURATAF SITE AT
FISCHBACH WITH THE RADAR SIGNAL REMOTED TO MEHLINGEN BY AN/GSQ-120. THE
