Grafenwoehr Army Airfield, 1984 (Source: Darrell Hill) This is BG Fred Franks (who had just recently been promoted), the 7ATC Commander, with Mr. Dieter Paulus, a German national, who was the buildings and ground supervisor. They're in front of the airfield operations/command building. BG Franks, of course, eventually made GEN and was the commander of V Corps in the Gulf War.
