          USAREUR's Modernization of US Facilities program was kicked off  in December 1971 with actual renovation work (primarily troop barracks and mess halls) at the first 26 installations starting in January 1972.  
             
            Under the  initial agreement, the German government contributed  576 million marks (about $170 million at that time) to renovate USAREUR  facilities in Germany. The accord was part of the burden sharing effort to offset the balance of payments cost of stationing US forces in the FRG.  
             
          (At the same time, a similar effort was under way to modernize US facilities in Germany called Stem-to-Stern. This program used funds from USAREUR's budget for Operations and Maintenance, Army.) |
